Who is accountable for the late delivery of a module or project ??

Today I got a good topic for discussion . I think that each and every person who are related with the module or project are responsible for the project or module delivery .Because all are related with each other .

What I mean is that...If A has a dependency upon B. B should deliver the work to A in the proposed time , such that A can do his work and deliver to C if C has a dependency upon A.

This is the dependency cycle of a module or project delivery.

All the accountable persons be carefull !!!

Your negligence might lead to late the delivery of the module or project.
